FY-11 STANDARDS AND PROCEDURES ON PROMOTION AND TENURE (SPPT)
Final Report on Charges for AY 2010-2011
- Contact FacEx chair Barbara Phipps (phipps@ku.edu) for further information or to schedule a meeting with FacEx to discuss recommendations for action on the charges.
The committee chair met with Barbara Phipps and Ben Eggleston in mid-September to discuss charges. Numerous e-mail exchanges have taken place during the entire year.
- Minutes of each meeting should be e-mailed to the Governance Office (govern@ku.edu) as soon as they are approved. The minutes will be posted to the Governance web site.
This has been done on an ongoing basis following each meeting.
- If the committee is recommending a change to university policy or rules, FacEx must officially receive that recommendation by 03/09/11 in order to meet timeline requirements for full review by Governance.
Recommended changes to FSRR Article 6 were forwarded to FacEx in response to the special charge below as well as other issues including confidentially and evaluation criteria.
- A final report on the committee’s actions on each of the charges, as well as the committee’s recommendations for FY 12 charges and membership, should be e-mailed to the Governance Office (govern@ku.edu) by 04/01/11.

Standing charges:
1. Review department and school criteria and procedures for promotion and tenure pursuant to section 6.3.5.1 of the Faculty Senate Rules and Regulations for consistency with the requirements of Article VI of the rules and regulations, and approve criteria, guidelines, and procedures that are consistent with those requirements. Identify inconsistencies and coordinate with the Provost’s office to provide feedback to departments, the College, schools, and other administrative units to correct problems. Submit issues that cannot be resolved to FacEx as provided in section 6.3.5.1 (ongoing).
SPPT reviewed criteria and procedures for promotion and tenure for the following units:
School of Journalism & Mass Communication – approved with minor edits (10/10)
Departments in School of Pharmacy – all returned to school for revision (12/10)
Pharmaceutical Chemistry – revision pending
Pharmacology and Toxicology – revision approved with minor edits (4/11)

School of Architecture, Planning & Design – anticipated in fall 2011
Goals for 2011-2012: complete outstanding school-level unit reviews, complete review of Engineering departments, continue with reviews of College departments, begin reviews of sub-units in Research & Graduate Studies. Complete review of all revised documents. This would complete an initial approval of all units charged with conducting promotion and tenure reviews.
2. Review guidelines and forms developed by the Provost, and procedures developed by the UCPT pursuant to 6.3.5.2 for consistency with the requirements of Article VI of the rules and regulations, and identify problems or concerns. Provide comments to the Provost and UCPT, and report issues that cannot be resolved to FacEx as provided in section 6.3.5.2 (ongoing).
SPPT reviewed and discussed changes to the guidelines and forms developed by the Provost for the coming academic year 2011-2012 with the Vice Provost in April 2011. There were no problems or concerns expressed by SPPT.
3. Promote and facilitate compliance with the standards and procedural requirements of Article VI of the Faculty Senate Rules and Regulations by maintaining and disseminating guidance documents for departments, the College, schools, and other administrative units (ongoing).
SPPT revised the checklists for statements of criteria and procedures for units conducting both initial and intermediate reviews for promotion and tenure; these were approved by FacEx and distributed to the faculty in spring 2011 together with the current version of FSRR Article 6.
4. Monitor the implementation of the new Faculty Senate Rules and Regulations concerning Promotion and Tenure. Identify issues and problems as they arise and report recommendations to FacEx as needed (ongoing).
SPPT has responded to several inquiries from units regarding the implementation of FSRR Article 6, especially regarding the participation of students and non-tenured faculty in such proceedings. This resulted in a recommendation for revised language in Article 6 which was submitted to FacEx for approval.
5. Chair only: Arrange and attend regular meetings between with the Vice Provost for Faculty Development and SPPT chair to update and share feedback on issues related to the tenure and promotion process. Identify issues and problems as they arise and report recommendations to FacEx as needed (ongoing).
Since the vice provost served ex officio on SPPT, there was regular interaction and sharing of information throughout the year.
Specific charge:
- Review language and consider intent in FSRR Article 6, Section 3.2. Determine the meaning of, “Each department, college or school, or other administrative unit with responsibility for conducting promotion and tenure review shall adopt by vote of eligible faculty or faculty body written criteria, consistent with the university promotion and tenure standards set forth in section 2 of this Article, for evaluating a faculty member’s teaching, scholarship, and service.” Suggest revisions, if necessary, to 6.3.2 to clarify this issue. Report to FacEx by February 1, 2011.
SPPT formulated a revision to this section of Article 6 and forwarded it to FacEx for consideration in November 2010.
