FY-10 STANDARDS AND PROCEDURES ON PROMOTION AND TENURE (SPPT)
Annual Report (April 1, 2010)
STANDING CHARGES
1. Review department and school criteria and procedures for promotion and tenure pursuant to section 6.3.5.1 of the Faculty Senate Rules and Regulations for consistency with the requirements of Article VI of the rules and regulations, and approve criteria, guidelines and procedures that are consistent with those requirements. Identify inconsistencies and coordinate with the Provost’s office to provide feedback to departments, the College, schools, and other administrative units to correct problems. Submit issues that cannot be resolved to FacEx as provided in section 6.3.5.1 (ongoing).
SPPT is still working on reviews for the school/College/RGS/Libraries level. We have approved the P&T statements for Law and the College. We have also approved the College template for departmental P&T statements. All the other school statements have been reviewed and are in the response stage (RGS, Education, Engineering, Social Welfare, Pharmacy, Journalism, Business) except for those from the newly formed School of Music and Architecture, Planning and Design,- both of which still need to submit their P&T statements to SPPT for review. I anticipate that we will have most of the others approved or close to it by May. SPPT would then proceed next year with its review of departmental level statements.
2. Review guidelines and forms developed by the Provost, and procedures developed by the UCPT pursuant to 6.3.5.2 for consistency with the requirements of Article VI of the rules and regulations, and identify problems or concerns. Provide comments to the Provost and UCPT, and report issues that cannot be resolved to FacEx as provided in section 6.3.5.2 (ongoing).
SPPT reviewed both the Provost's guidelines and forms for the current year and has worked with the Provost to make minor changes. We also review the procedures of UCPT and made several recommendations, which the Provost accepted (actually Vice Provost). We are meeting April 5 to review the new guidelines and forms for 2010-11 with the Vice Provost.
3. Promote and facilitate compliance with the standards and procedural requirements of Article VI of the Faculty Senate Rules and Regulations by maintaining and disseminating guidance documents for departments, the College, schools, and other administrative units (ongoing).
Nothing new to report here--no new guidance documents were produced this year.
4. Monitor the implementation of the new Faculty Senate Rules and Regulations concerning Promotion and Tenure. Identify issues and problems as they arise and report recommendations to FacEx as needed (ongoing).
SPPT has proposed several amendments to FSRR 6 that are being considered by FacEx to either streamline the review process for unit P&T statements or to incorporate existing University procedures and policies into FSRR 6 -- this has not been an easy task -- the existing University culture in P&T is a difficult nut to crack.
5. Regular meetings with the Vice Provost for Faculty Development and chair. [this was in red and underlined on the original charge!]
The chair of SPPT has met or been in e-mail contact with the Vice Provost on a regular basis and we have worked amicably on the issues before us. The Vice Provost is attending the regular meeting of SPPT on April 5 to discuss guidelines and forms for next year.
