Standing Charges:
1.
a. Appointments, promotions, granting of tenure,
and non-reappointments
b. Merit evaluations, rewards and sabbatical
leaves.
c. Protection of the faculty’s right to privacy
Ensure
that all current policy statements regarding these matters are adequate,
appropriate and readily available to all faculty.
2. Consider
any individual inquiry involving faculty rights, privileges and/or
responsibilities.
3. Initiate
contact with representatives of the AAUP regarding any concerns they might have
relating to faculty rights, privileges and responsibilities.
4. Continue
to inform faculty on an annual basis of their intellectual property and
copyright rights, including the authority to limit or deny access to their
intellectual property by electronic means, such as cameras and recorders in the
classrooms. [
5. Continue
to work with the Provost’s Office to track the frequency and number of
non-tenure track appointments across academic units. Provide a comparison of KU
data with peer institutions and other AAU universities.
6. Submit
to FacEx: a) approved minutes of each meeting, b) recommendations for action as
they are approved by the committee, and c) a final report by April 1, 2007. The
final report should make clear what was done about each of the charges to the
committee and make recommendations to FacEx for action. The report should also
include suggestions for charges to next year’s committee.
Additional Charges for FY07
7. Provide
a comparison by academic unit of the teaching, research and service
responsibilities for Tenured/Tenure-Track (TTT), Non-Tenure Track (NTT)
faculty, and unclassified staff who teach. . Include data on:
a. how teaching loads are determined (number of
courses, enrollment, contact hours, etc.)
b. how research efforts are evaluated (number of
publications, hours invested, etc.)
c. how service responsibilities are measured
(number of committees, service as chair, etc.)
Work
with OIRP to resolve inconsistent or missing information by unit. Report to
FacEx by 1/19/07.
8. Coordinate
with the Task Force on Teaching and Learning to recommend sustainable policies
for faculty merit review in regard to teaching.
9.
Coordinate with the Task Force on Promotion and Tenure to develop policy
recommendations for reform of tenure and promotion standards and procedures.
10. Consider
the implications for the committee on Tenure and Related Issues of recent
changes to Handbook for Faculty and Unclassified Staff (C.2.f.3., Section 14,
and C.2.f.4, Section 10), adopted by the Chancellor, the effect of which is to
provide that the committee decisions are recommendations to the Chancellor and
not binding decisions. Make
recommendations to FacEx by October 6, 2006, concerning the appropriate
response, if any, to these changes.
11. Coordinate with the Office of the Vice Provost
for Research, the Faculty Senate Research Committee and others as appropriate
to consider the scientific/scholarly misconduct policy (USRR Art. IX),
particularly with regards to compliance with the new federal rule on research
misconduct (http://ori.dhhs.gov/documents/FR_Doc_05-9643.shtml).
Specific recommendations for language or policy changes to clarify definitions
of misconduct or align them with more specific federal regulations, improve or
formalize timeliness of review, and specify the information or documentation
required for institutional review should be provided to FacEx by 30 March,
2007.
