Subject:                 FRPR Report

Abbreviated Report - FRPR  2003-2004

Charge #2   One inquiry was initiated in May.  FRPR chair and Senex Chair met with the individual, and it was decided to refer the matter to Tenure and Related Problems for a hearing.

Charge #6 - Non-Tenure Track Faculty

FRPR met this charge by being closely involved in the Provost's plan to redefine the Lecturer category of instructional responsibilit.  We met with Sandra Gautt to elicit responses to our questions, and with chairs of the English and Math departments to gain their evaluation.   After much deliberation, the Committee submitted reports to FacEx in December and March  supporting the new definitions, but added a number of questions and concerns.(Reports available in governance office).  Assuming the new policy is instituted, FRPR recommends that it be given the charge of monitoring its implementation.  FRPR is still attempting to obtain hiring records of other non-tenure track appointments, and recommends that this charge be continued in 2004-05.

Charge #7  - Program Restructuring

FRPR received O & A recommendation regarding FRPR's original proposal in April.  FRPR agreed in principle with the O &A recommendation, with some reservations.   Council has now approved a revision to FSRR that puts these recommendations into effect.

Charge #8   Review of Chairpersons

FRPR held a discussion with AD Strikwerda re: his suggestions to modify the review of Chairpersons and proposed potential modifications to USRR Article X. ( Report available in Governace office).   During the same time span FacEx discussed the review of deans and chairpersons with the Provost.  Based on their deliberations, our input,  and discussions with the Provost, FacEx developed a series of changes to Article X that were eventually approved by the Faculty Senate.

Charge #9   Phased Retirements

FRPR did receive from the Provost's office a listing of recent phased retirements by unit, but has not yet received information relative to hirings to replace phased retirement.  Information was requested in December.  FRPR recommends that this issue be carried over to 2003-2004.
